Â©Associated Press Penns Grove,Â N.J. and St. Louis, MOÂ are joining New Jersey beach town Wildwood in an attempt to “encourage family values” and instituting a ban on saggy pants. Wildwood has had the ban in effect since July. Men seen wearing their pants low enough to reveal their underwear will be fined $25 in Penns Grove.
